Regulatory Compliance & Environmental Permitting
NEPA support, environmental assessments, air and water permitting, and regulatory studies — for federal agencies, prime contractors, state programs, and municipalities.
REGULATORY EXPERIENCE BUILT ON PASSING REAL-WORLD AUDITS
Environmental and regulatory compliance is not a paper exercise at Bell Engineering®. We’ve delivered PE-sealed certification packages across 57 operating facilities under 40 CFR Part 60 Subpart OOOOb closed vent system requirements, performed environmental assessments and permit applications for refineries and chemical plants under EPA and TCEQ jurisdiction, and supported regulatory submissions that have to survive enforcement-level scrutiny. That practical depth is what we bring to federal NEPA work, agency permitting support, and municipal regulatory compliance.
Our regulatory and environmental team covers the major federal and state regulatory frameworks — NEPA, Clean Air Act (Title V air permits, NSR/PSD, NESHAP, MACT), Clean Water Act (NPDES/TPDES, stormwater, 404 permits), RCRA, TSCA, and OSHA PSM. We prepare environmental assessments (EAs) and environmental impact statement (EIS) support, draft permit applications and renewals, perform compliance audits, and develop the engineering documentation that supports regulatory submissions.
For federal NEPA work — EAs and EIS support for federal actions — we deliver the engineering substance behind the document, not just the boilerplate framework.
WHAT WE DELIVER
Our regulatory compliance and environmental permitting scope spans federal NEPA work, agency permitting, and operational compliance support.
- NEPA environmental assessments (EAs) and EIS technical support
- Title V air permit applications, renewals, and compliance reporting
- NSR/PSD permitting for new and modified sources
- NESHAP and MACT compliance — including 40 CFR Part 60 Subpart OOOOb closed vent system certifications
- NPDES/TPDES permit applications and stormwater pollution prevention plans (SWPPP)
- 404/401 permitting and wetlands delineations
- RCRA waste management program support
- Compliance audits and gap assessments
- Process safety management (OSHA PSM, EPA RMP) program support
- Emissions inventories, GHG reporting, and Title V semi-annual/annual reports
FOR FEDERAL AGENCIES AND PRIME CONTRACTORS
NEPA documentation for federal actions — EAs, EISs, categorical exclusion documentation — requires both regulatory framework discipline and engineering depth. Bell Engineering supports federal NEPA work as either a direct prime or as engineering substance support to NEPA primes. Our engineering team provides the technical analysis that underpins emissions calculations, water resource impacts, hazardous materials evaluations, and infrastructure descriptions. For DOE NEPA work, USACE civil works EAs, and federal facility actions, we deliver documentation that holds up under public review and litigation discovery.
ONGOING COMPLIANCE FOR FEDERAL AND INDUSTRIAL FACILITIES
Permits aren’t issued and forgotten — operating facilities need ongoing compliance support: deviation reporting, permit renewals, Title V semi-annual and annual reporting, emissions inventories, and the engineering analysis when permit conditions don’t match operational reality. Bell Engineering provides the compliance engineering that keeps facilities in good standing with regulators, identifies issues before they become NOVs, and prepares the technical documentation when corrective action is required.
