FEL-2 (Conceptual Engineering): Preliminary process design basis, conceptual PFDs and P&IDs, preliminary equipment list with long-lead identification, budget estimate (AACE Class 4, −30%/+50%), project risk assessment, alternatives analysis, and project sanction package development.
FEL-3 (FEED): Full process engineering package, 3D model development, detailed equipment specifications, definitive estimate (AACE Class 3, −20%/+30%), project execution schedule, contracting strategy recommendation, and detailed project risk register ready for execution-phase management.
