Water & Wastewater Systems

Hydraulic modeling, distribution analysis, treatment design, and capital planning for municipal water and wastewater systems and federal facility water infrastructure.

WATER SYSTEM ENGINEERING WITH MUNICIPAL DISCIPLINE AND INDUSTRIAL DEPTH

Water and wastewater infrastructure is among the most consequential public engineering work — service that has to be reliable, regulatory standards that are exacting, and capital budgets that have to perform across decades. Bell Engineering® brings to municipal water and wastewater clients the same engineering rigor we’ve applied to industrial process water, plant cooling and steam systems, and process wastewater treatment for chemical and refining clients. That cross-domain experience matters: a hydraulic principle is a hydraulic principle whether the application is a chemical plant cooling tower loop or a city distribution main.

Our water and wastewater team performs hydraulic modeling of distribution and collection systems, treatment plant design and rehabilitation, lift station design, and the capital improvement planning that supports long-range investment decisions. We work in InfoWater, EPANET, and SWMM for system modeling, and we deliver master plans, capital improvement plans, and PE-sealed treatment design packages that survive regulatory review.

For federal facility water systems — military bases, USACE recreation facilities, federal research campuses — we adapt to agency-specific design standards while delivering the same engineering substance.

WHAT WE DELIVER

Our water and wastewater scope covers planning, modeling, design, and construction support across drinking water, wastewater, and stormwater systems.

FOR CITIES, COUNTIES, AND UTILITY DISTRICTS

Municipal water and wastewater clients face a particular set of pressures — aging infrastructure, regulatory compliance schedules, rate-payer constraints, and political timelines that don’t always match engineering schedules. Bell Engineering’s approach to municipal work emphasizes cost discipline, transparent communication, and capital plans that are technically defensible at council meetings and rate hearings. We deliver master plans that prioritize investments by criticality and condition, treatment plant designs that match real operations and maintenance budgets, and capital improvement plans that survive the multi-year funding cycle.

INDUSTRIAL PROCESS WATER AND FEDERAL FACILITY SYSTEMS

Bell Engineering’s industrial heritage adds depth on the process side of water work. Cooling tower systems, boiler feedwater treatment, process wastewater treatment with API separators and DAF units, zero-liquid-discharge studies — all of this is part of the same discipline as municipal treatment, just with different feed waters and different discharge constraints. For federal facilities, we apply the municipal and industrial methodology to base potable water, wastewater treatment for federal installations, and water resource planning for federal land management agencies.
