Timeline: April 2022 – May 2022
A Permian Basin upstream operator engaged Bell Engineering® to lead closed vent system assessments and PE certifications across 14 facilities in Texas and New Mexico under 40 CFR Part 60 Subpart OOOOa. Each facility needed an individual PE-sealed certification report within a defined regulatory window.
Bell’s field crews completed walk-downs at each of the 14 sites, documenting tank batteries, separator vents, associated piping, and connected control devices. Drone-based documentation was used alongside ground photography to capture vent routing and control device installations in a form that held up as evidence in the final reports.
ProMax simulation was run for each site to model the vent stream and confirm the installed control device was properly sized for expected operation. Where gaps showed up, we flagged them to the operator in plain language so their compliance and operations teams could make a real decision with the data.
The deliverable set closed out with 14 individual PE-sealed certification reports, each containing site-specific diagrams, the simulation summary, the sufficiency statement, and the engineer’s seal. Reports were turned in ahead of the regulatory deadline.
